Making West Yorkshire Safer with a Lean Systems Thinking

approach to improvement and culture

Challenge

ICE worked with West Yorkshire Fire and Rescue Service to transform their operations using person centred Systems Thinking. Starting with insight which
led to an identified focus for 4 areas of smarter working; increasing cultural alignment, decision making and reducing waste and failure demand that were costing money, reducing effectiveness and morale leading to absence through sickness and reducing capacity for WYFRS to respond safely and effectively.​

Solution

ICE and WYFRS collaborated to design a bespoke programme that placed the service user at the centre of all organisational decisions. Weekly engagement sessions with green and grey book staff provided background, theory and learning around our proven 7 E’s People Shaped change model (Establish, Explore, Envisage, Experiment, Embed, Evaluate & Educate).

 

Every strand began by first taking a step back. What is the purpose of this activity? What exactly are we trying to achieve?

We spoke to those who experienced the culture and the process's to uncover their pain points and mapped the experience from end to end, making visual the value added
and non value added energy and activities.
