Supporting Staffordshire Borough Council to transform their poorly performing
Streetscene Services

Challenge

An APSE report into the Streetscene service at Stafford Borough Council highlighted significant issues. Following this report, Stafford Borough Council engaged with ICE to help them transform the service.

The work focused on working with staff across the service to facilitate and move to area working, manage the procurement of replacement fleet and conduct customer insight work to help understand what drives the behaviour of residents to be proactive with their local environment, or not

Solution

It was clear from the beginning of the work that the APSE report had created a great deal of conflict between different groups of staff. The first task was therefore to distance this work from that report and engage with staff on the ground to help them move towards area working. A small team of frontline staff then gathered data to baseline current performance, identify area boundaries and estimate the resource levels required in each area.

An area working pilot was then set up for a proof of concept. This pilot was quickly rolled out to all areas and the benefits were tracked and agreed.

 

 

Outcomes

In addition to the changes in file procurement that saved on average 28.1p per litre and the significant arising in the prose in their work from our team, working in new areas other outcomes included:
